Call for May 6 Mass Meeting to Select Woodbridge Republican Nominee for District County Supervisor

OFFICIAL CALL For a Mass Meeting for the Woodbridge Magisterial District of the Prince William County Committee of the Republican Party of Virginia

As Chairman of the Prince William County Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Denny Daugherty, do hereby issue this call for a 2023 Mass Meeting of the Woodbridge Magisterial District to be held at the Electric Palm Restaurant, 12745 Sea Ray Lane, Woodbridge, VA on May 6, 2023:

Prince William County Woodbridge Magisterial District Republican Mass Meeting

The 2023 Prince William County Woodbridge Magisterial District Republican Mass Meeting shall be held on May 6, 2023, at the Electric Palm Restaurant, 12745 Sea Ray Lane, Woodbridge VA 22192 beginning at 10:00 am or at its alternate site and/or time as determined by the County Republican Chairman, if necessary. Such need may arise due to the facility ceasing to be available or a determination that it will not accommodate the anticipated number of participants. Registration for the Mass Meeting will open at 9:00 a.m. Doors to the meeting will close at 10:00 a.m., with
registration continuing until all persons in line at 10:00 a.m. are registered. Balloting will not begin until all persons in line at 10:00 a.m. have been registered and credentialed.

The 2023 Prince William County Republican Mass Meeting for the Woodbridge Magisterial District shall be held for the following purpose:
A. To select the Republican nominee for the Woodbridge District Supervisor in the November 7, 2023 General Election;
B. To transact such other business as may properly come before the Mass Meeting.

The County Republican Chairman shall appoint a temporary chairman, secretary, and such officers necessary until the permanent officers are selected. 

Only registered voters from the Woodbridge Magisterial District, Prince William County, Virginia who meet the qualifications for participation and register to do so may vote in the mass meeting. Participation of others, as speakers or in administration of the meeting, is subject to permission from the temporary or permanent chairman of the meeting. Voting on the choice of nominee will be conducted by secret ballots, with candidates listed on the ballot in an order determined by the drawing of lots on the day after the filing deadline to which the candidates will be invited. No absentee voting, proxies, or provisional ballots are permitted. The rules adopted by the Meeting will address the manner in which other votes will occur.

Filing for the Nomination for Woodbridge District Supervisor

Any person who desires to seek the Republican nomination for the Woodbridge District Supervisor, Prince William County, VA must submit a written statement to that effect, on a form prescribed by the Chairman, along with a non-refundable filing fee of $1,000.00 (One thousand dollars and no cents), delivered to Magisterial District Chairman Rob Hartwell at 815 Norwood Lane, Woodbridge, VA 22191 no later than 5 p.m. on April 6, 2023.

Qualifications for Participation

All legal and qualified residents of the Woodbridge Magisterial District, Prince William County, Virginia who are voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or gender, who are in accord with the principles of the Republican Party and who express in writing their intent to support its nominees for the November 7, 2023 general election may participate. In addition, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party within the last five years. A single exception shall be approved for a voter who in writing renounces affiliation with any other party, expresses that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of this exception thereafter.

Registration

In order to receive a ballot, the voter must present a valid, non-expired photo identification issued by the Commonwealth of Virginia, one of its political subdivisions, the United States government, or a United States college or university. A statement of intent, properly completed and signed by the voter or verbally affirmed, must be provided at the time of registration. No ballot will be given to any voter who has not signed and submitted this statement of intent.

There are no fees required to attend the Mass Meeting, but participants are encouraged to contribute $10 to defray its costs.

Temporary Mass Meeting Committees

Members of the Temporary Mass Meeting Credentials, Nominations, Tellers, and Rules Committees shall be appointed by the Prince William County Republican Chairman and shall meet in advance of the Mass Meeting, at the discretion of their Temporary Chairman and/or the District Chairman, to perform their duties, subject to ratification by voters present and voting at the Mass Meeting.

Governing Rules

The Mass Meeting shall, to the extent applicable be conducted in accordance with, (giving precedence in the order listed) the following: the Plan of Organization of the Republican Party of Virginia, the Unit Plan of the Prince William County Republican Party, rules adopted by this Mass Meeting (or until adopted, the rules proposed by the temporary rules committee) and the latest edition of Robert’s Rules of Order, Newly Revised.

Cancellation

If the number of persons prefiling as candidates for nomination by this Mass Meeting does not exceed the number to be nominated for the office of Woodbridge Supervisor (1), then the sole prefiled candidate will be declared nominated by the Republican Party, and the Mass Meeting cancelled.
