Call to Convene​

As Chairman of the Prince William County and Manassas Park Republican Committee of the Republican Party of Virginia and pursuant to the RPV Plan of Organization (State Party Plan) and as recommended and directed by the County Committee, I, Jacob M. Alderman do hereby issue this Call for a County Convention to be held at Osborn Park High School, 8909 Euclid Ave., Manassas, VA 20111, or its alternate site determined at the discretion of the Chairman, starting at 9:00 AM local time on Saturday, March 7, 2026, with registration beginning at 8:00 AM local time for the following purposes: 

A.        To elect a Chairman of the Prince William County Republican Committee for the 2026-2028 biennium; 

B.        To elect members of the Prince William County Republican Committee for the 2026-2028 biennium; 

C.        Electing up to 120 delegates and an equal number of alternate delegates to the 7th Congressional District Convention (Canceled due to only 1 candidate filing for 7th CD Republican Chairman);

D.        Electing up to 335 delegates and an equal number of alternate delegates to the 10th Congressional District Convention, to be held on April 18, 2026 at a location to be determined by the 10th District Chairman, beginning at 10:00 AM for the purpose(s) of electing the District Chairman;

To assist the operations of the Prince William County Republican Committee in supporting the convention, and the administration of the local Party Delegate Registration Fee of twenty dollars ($20.00) is requested. 

County Convention 

The County Convention shall be composed of the Delegates of the respective Magisterial Districts they represent. Representation shall be based on the total number of Republican votes cast in each Magisterial District in the 2024 presidential and 2025 gubernatorial elections combined. Each Magisterial District is allowed one Delegate vote for each 250 Republican votes cast or major fraction thereof, as follows:

A delegation of this Convention is entitled to send five (5) Delegates for each Delegate vote, but no Delegate shall have less than one-fifth (1/5) of a vote. Each Magisterial District shall be entitled to at least one (1) Delegate vote. It shall be deemed that each Magisterial District is entitled to a full vote. 

Filing for Chairman of the Prince William County Republican Committee 

Any person who desires to seek election as Chairman of the Prince William County Republican Committee must submit a written statement to that effect, along with a non-refundable filing fee of $1,000.00 (One Thousand dollars and no cents), in-person to the Temporary Nominations Committee Chairman, Ben Hazekamp (ben.hazekamp@gmail.com), at a mutually agreed upon location and time, on or before 5:00 PM on Saturday, February 14, 2026.

If only one person files, or only one person is deemed to have filed correctly by 5:00 PM on Saturday, February 14, 2026, then that person will be declared the next Chairman and the Convention will be cancelled. 

Qualifications for Participation 

All legal and qualified residents of Prince William County who are voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party within the last five years. 

A single exception to the above paragraph shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of this exception thereafter. 

A person who has made application for registration and meets all other requirements of the Qualifications for Participation, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter. 

Filing Requirements 

Candidates for Delegate at said County Convention shall file a written form by mail, to Prince William County Republican Committee, Attn: Credentials Committee at P.O. Box 1955, Manassas, VA 20108-0806 which must be received not later than 5:00 PM on Saturday February 28, 2026. Postmarks will not govern. All filing forms must be received by the filing deadline. Only those who pre-file may participate as Delegates or Alternates to the Prince William County Republican Convention. 

The filing form can be accessed online at www.pwcgop.gop. There is a voluntary filing fee of twenty dollars ($20) for the Prince William County Republican Convention to help defray the costs of the Convention. Further, those who are not members of the Prince William County Republican Committee may (but are not required to) join for the biennial period (2026-2028) for one hundred dollars ($100). 

Temporary Convention Committees 

Members of the Temporary Convention Arrangements, Credentials, Nominations, Resolutions, and Rules Committees shall be appointed by the Prince William County Republican Chairman and shall meet in advance of the Convention, at the discretion of their Temporary Chairman and/or the County Chairman, to perform their duties subject to ratification by delegates present and voting at the Convention. The Convention shall be conducted in accordance with the Plan of Organization of the Republican Party of Virginia, the Plan of Organization of the Prince William County Republican Party, and the latest edition of Robert’s Rules of Order, Newly Revised. 

Chairman Election 

The contest for County Chairman will be decided by a majority vote of the Delegates assembled (50% plus one vote). If more than two candidates are certified, and after the first vote no candidate has a majority, the candidate with the least votes will be dropped from the ballot and the convention will vote again. That process will continue until one candidate receives a majority of the votes cast. 

Revisions 

The County Chairman is authorized to revise the Call to make any such technical or conforming changes as may be required or other changes that make the convention as laid out in this Call impractical. The County Chairman must promptly post any such changes on the Committee website www.pwcgop.gop

Pre-Filing Requirements – Resolutions 

All resolutions to be considered for adoption by the County Convention must be submitted in writing to Jacob M. Alderman, Chairman, Attention: Resolutions Committee, Prince William County Republican Convention, P.O. Box 1955, Manassas, Virginia 20110-1955. Resolutions must be received not later than February 28, 2026. Resolutions may be emailed to chairman@pwcgop.gop.

Payment of Fees 

Payment of any filing fee or delegate fee is not tax-deductible. All checks and money orders for all fees shall be made payable to the “Prince William County Republican Committee” or “PWCRC” and must be attached to the candidate’s filing statement. Separate checks for each fee will not be required, so long as the candidate’s filing statement clearly sets forth the amounts paid for each required fee. Except in the case that an applicant for attendance is unqualified to participate, the filing fee for the County Convention shall be non-refundable
